Frank provides risk assessment, real estate and financial oversight for Edgemoor's pursuits. Since 2004 he has worked on the structure of Edgemoor projects, assessing project risks and developing strategies to mitigate those risks. In addition, he acts as liaison between Edgemoor and Clark Construction Group. He was the Chief Legal Officer of Clark Construction Group for over ten years, while also working on developing a number of Edgemoor projects. Prior to joining Edgemoor he was a partner in an international law firm with a practice focused on real estate, construction, and public-private partnerships.
Frank earned his law degree from The College of William and Mary and B.A. in political science from The American University. He is a member of the American College of Construction Lawyers and the Construction Law Society of America. Frank also serves on the Board of Trustees for Youth for Tomorrow, an organization that meets the needs of children and families by offering a continuum of services as an alternative to the nation's fragmented and overburdened child and family care systems. Frank also spent nine years on the board of the Hill School of Middleburg, VA.
