BETHESDA, MD, June 19, 2018. Edgemoor-Star America Judicial Partners (ESJP), comprised of Edgemoor Infrastructure & Real Estate and Star America Infrastructure Partners, has been selected by Howard County as its preferred partner to design, build, finance, operate and maintain (DBFOM) a new Circuit Courthouse, which will be only the second courthouse public-private partnership (P3) in the United States delivered under the DBFOM Availability Payment model.
Nine teams submitted Expressions of Interest on the Project in September 2017, three of which were short-listed and received the County’s formal Request for Proposal in November 2017. Technical and financial proposals from the three companies were submitted in May 2018. The courthouse is expected to be ready for occupancy in summer 2021.
“All three proposing teams presented exciting design and maintenance plans for our new courthouse. Ultimately the proposal from Edgemoor Star-America was chosen as the best value for the County,” said Howard County Executive Allan H. Kittleman. “This team provided an elegant and well-thought-out site plan that incorporated an iconic and aspirational design with an honorable and stately building. Their design for our future courthouse will prove to be an architectural landmark that expresses the values and traditions of Howard County’s justice system.”
ESJP’s proposed design for an efficient and secure 237,000 square-foot courthouse features a spacious security screening vestibule ahead of a four-story day-lit atrium that provides easy wayfinding for courthouse visitors. The design also includes office space and courtrooms for six judges; a large and comfortable jury assembly area; three distinct circulation paths appropriately separating the public, staff, and detainees; and an adjacent 691-space parking garage.
